New Grants and Payment Management Systems Coming on October 15

Beginning on October 15, 2020, the Department of Justice’s (DOJ’s) grant making components―the Office of Justice Programs (OJP), Office of Community Oriented Policing Services (COPS Office), and Office on Violence Against Women (OVW)―will transition to a unified grants management system and a new payment management system. The Justice Grants System (JustGrants) will replace OJP and OVW’s current Grants Management System (GMS) as well as the NexGen system used by the COPS Office. Additionally, all three grant making components will transition from the Grants Payment Request System (GPRS) to the Department of the Treasury’s Automated Standard Application for Payments (ASAP) system.

JustGrants Entity Onboarding is Underway

Entity Onboarding for the Justice Grants System is now underway for current grantees. Emails with onboarding instructions were sent to your Eneity Administrator between August 31 and September 11. The email came from DOJ’s secure user management system—the Digital Identity and Access Management Directory (DIAMD)—and was displayed as “DIAMD-NoReply@usdoj.gov.”

Once your Entity Administrator receives the onboarding instructions, it is recommended that they complete the registration steps as soon as possible. For more information, review the list of steps to take posted on the How to Get Ready page of the Justice Grants website.

Have You Registered With ASAP?

ASAP enrollment started on July 1, and all invitations for current grantees to enroll have been sent to Entity Administrators. Once you receive your enrollment invitation, we encourage you to register with ASAP as soon as possible to avoid any delays in payment as we transition to the new systems.

For guidance with ASAP enrollment, view the ASAP registration checklist.

DOJ will discontinue the use of its current grants management and payment request systems, including GMS, NexGen, and GPRS, on September 22, 2020. Data for all current active awards from GMS and NexGen will be migrated to JustGrants. This will include all open, active awards and any awards that have not yet reached final closure. Once migrated, all award management activities will take place in JustGrants starting October 15, 2020. During the migration period between September 23 and October 14, 2020, no transactions will take place in GMS, NexGen, or GPRS. Grantees will not have access to their grants during this time period. Please ensure you have resolved any time sensitive matters prior to September 22.

Details on the transition to JustGrants and ASAP, a list of frequently asked questions, information about key transition dates, guidance on how to prepare, and training opportunities is available on the Justice Grants Website. The Department of the Treasury also organizes ASAP trainings. You can find the currently scheduled dates on the ASAP website.
