Juvenile Residential Facility Census, 2018: Selected Findings

           WASHINGTON— The Department of Justice’s Office of Juvenile Justice and Delinquency Prevention today released Juvenile Residential Facility Census, 2018: Selected Findings. This bulletin’s findings are based on data collected by the 2018 Juvenile Residential Facility Census (JRFC), sponsored by OJJDP and managed by the National Institute of Justice. Facilities holding juvenile offenders vary by operation, type, size, confinement features, screenings and services provided. The biennial JRFC survey of every state’s public and private juvenile residential facilities provides a better understanding of these differences.

          Nationally—on October 24, 2018—37,529 juvenile offenders under age 21 were held in 1,510 residential placement facilities. Data from the 2018 census indicate that the number of youth in residential placement continues a two-decade decline. The data also show that in 2018, more youth were held in county, city or municipally operated facilities than in state operated facilities.
