Norfolk, VA – United States Marshal for the Eastern District
of Virginia, Robert W. Mathieson, announces the capture of Richard “Andy”
Barnett. Mr. Barnett was wanted out of Norfolk, VA for taking indecent
liberties with a child, animate object sexual penetration of a child and
aggravated sexual battery of a victim under 13 Years of Age.
Late yesterday afternoon US Marshals from the Pacific
Southwest Regional Fugitive Task Force in Long Beach, CA arrested Mr. Barnett
after an exhaustive investigation. Information developed by deputies in Norfolk
tracked Mr. Barnett who was arrested without incident. Mr. Barnett is alleged
to have committed the aforementioned offenses sometime in 2008-2010. Mr.
Barnett is currently being housed at the Long Beach City Jail awaiting
extradition back to Virginia.
The U.S. Marshals led task force consists of law enforcement
officers from the U.S. Marshals, Chesapeake Sheriff’s Department, Newport News
Police Department, Portsmouth Police Department and Norfolk Police Department.
The main objective of the task force is to seek out and arrest violent
offenders with outstanding federal and state warrants.
The U.S. Marshals Service, America’s oldest Federal Law

and local fugitives, and 11,800 sex offenders in fiscal year 2013. Our
investigative network and capabilities allow for the unique ability to track
