Couple on Run, $10,000 Reward for Info Leading to Apprehension

ST. PAUL, Minn. — The Bureau of Alcohol, Tobacco, Firearms and Explosives is offering two rewards of up to $5,000 each for information that leads to the apprehension of a man and/or his girlfriend. Both are persons of interest in the investigations of several St. Paul business fires during the recent unrest in Minnesota.

Members of the public helped identify the suspect, Jose Felan, Jr., after ATF issued an initial reward notice last week. Video of the man went viral, leading the couple to evade law enforcement. Felan and his girlfriend, Mena Dyaha Yousif, are believed to be travelling south. Therefore, ATF is now offering secondary rewards to apprehend the both individuals. Felan has multiple felony convictions including drug offenses, burglary, and aggravated assault.

“Last week we asked for the public’s help identifying Felan, and we are grateful for the tremendous response,” said Special Agent in Charge William Henderson, of the ATF St. Paul Field Division. “ATF is working in close coordination with both the FBI and U.S. Marshal Service in attempt to locate and apprehend these individuals. We’re asking the public to be on the lookout for the couple along the Interstate 35 corridor. If you see them, contact ATF with their whereabouts.”

“The decision made by some to terrorize our city through their dangerous and unlawful acts of arson was an affront to our community and those who were peacefully exercising their first amendment rights,” said Saint Paul Police Chief Todd Axtell. “Now, more than ever, is the time for all of us to work together to hold these offenders accountable and to continue our work together to keep Saint Paul safe for everyone.”

Anyone with information on the whereabouts of Felan or Yousif is asked to contact ATF. The preferred method for reporting information related to Felan and Yousif is by emailing ATFTips@atf.gov or submitting information via www.ReportIt.com or the Report It mobile app, available on Google Play or Apple Apps Store. When using Report It, select “ATF – St. Paul Field Division” as the reporting agency. Provide as much information as you can relating to the man’s whereabouts. Tipsters can also call 1-888-ATF-TIPS (1-888-283-8477) if internet is unavailable.

Information can be submitted anonymously, but if a reward is sought, be sure to include contact information. Information eligible for reward must lead to the arrest and conviction of the individual.

ATF is working on this case in partnership with the St. Paul Fire Department, St. Paul Police Department, Minnesota State Fire Marshal Division, Federal Bureau of Investigation and District of Minnesota U.S. Attorney’s Office.

ATF is the federal agency with jurisdiction for investigating fires and crimes of arson. For more information about ATF, go to www.atf.gov or follow @ATFHQ on Twitter. Follow @ATFStPaul on Twitter for updates regarding the two activations in the Twin Cities.
