John H. Durham. United States Attorney for the District of
Connecticut, announced that BRIAN GREGAN, 33, of Windsor Locks, waived his
right to be indicted and pleaded guilty today in New Haven federal court to one
count of receipt of child pornography.
According to court documents and statements made in court,
in June 2017, Gregan and a 13-year-old boy were communicating through the Kik
messaging application. After the boy
informed Gregan that he was 14 years old, they engaged in sexually explicit
communications during which the boy sent sexually explicit pictures and video
of himself to Gregan. In addition,
Gregan possessed on his Apple iPad a video of another girl, who was under the
age of 18, engaged in a sexual act.
Gregan was arrested on related state charges on April 6,
2018.
Gregan is scheduled to be sentenced by U.S. District Judge
Janet C. Hall on January 2, 2020, at which time Gregan faces a mandatory
minimum term of imprisonment of five years and a maximum term of imprisonment
of 20 years.
Following today’s court proceeding, Gregan was released on a
$50,000 bond with internet and location monitoring conditions.
This matter is being investigated by the Federal Bureau of
Investigation and the Manchester Police Department. The case is being prosecuted by Assistant
U.S. Attorney Neeraj N. Patel.
