United States Attorney Ron Parsons announced that a
Sisseton, South Dakota, man convicted of abusive sexual contact was sentenced
on December 4, 2019, by U.S. District Judge Charles B. Kornmann.
David Wayne Carper, age 53, was sentenced to 188 months in federal
prison, to be followed by 10 years of supervised release. He was also ordered to pay $100 to the
Federal Crime Victims Fund.
According to court documents, between on or about January
2017 and January 2018, Carper knowingly engaged in and attempted to engage in
sexual contact with the victim, that is, sexual contact by using force. Carper had the intent to abuse, humiliate,
harass, and degrade the victim and engaged in such sexual contact to arouse and
gratify his sexual desires. At the time
of the sexual contact, Carper had at least one prior sex offense conviction.
The investigation was conducted by the Federal Bureau of
Investigation. Assistant U.S. Attorney
Jeremy R. Jehangiri prosecuted the case.
Carper was remanded to the custody of the U.S. Marshals
Service.
