PORTLAND, Ore. – Wathiq Al-Ibraheemi, 34, of Beaverton,
Oregon, was sentenced today to two years of probation for the unauthorized use
of an official insignia.
According to court documents, in November 2015, Al-Ibraheemi
wrote a letter to the Prime Minister of Iraq, Haider al-Abadi, on false
letterhead of the U.S. Office of the Director of National Intelligence (ODNI).
In the letter, Al-Ibraheemi, using the alias William J. Peterson, urged the
Iraqi Prime Minister to replace the director of the Iraqi National Intelligence
Service. Al-Ibraheemi signed the letter as the Middle East Section Chief of
ODNI’s Office of the Deputy Director for Intelligence Integration. The Office
of the Inspector General of the Intelligence Community later confirmed for the
FBI that the letter was a fraudulent document.
Al-Ibraheemi served as an interpreter for the U.S. Military
in Iraq during Operation Iraqi Freedom. He immigrated to the U.S. in 2009 under
the Significant Public Benefit Parole Program and was sponsored by a U.S. Army
officer with whom he had served in Iraq. Al-Ibraheemi settled in Beaverton in
2012 and enrolled as an engineering student at Portland State University.
This case was investigated by the FBI and prosecuted by
Craig Gabriel, Assistant U.S. Attorney for the District of Oregon.
