Harrisburg, PA - United States Marshal Martin J. Pane
announced today that the U.S. Marshals Service (USMS) Fugitive Task Force
arrested a 15 year old juvenile in Lancaster, PA and a Lowell Foster, 20, in
Harrisburg, PA.
On September 9, 2016, it is alleged that a suspect shot at
the victims striking two of them. Both victims were transported to an area
hospital for treatment. The shooting occurred at the Smalls Athletic Field in
York City during a football game. The York City Police Department obtained an
arrest warrant charging the suspect with firearms not to be carried without a
license, recklessly endangering another person, aggravated assault, possession
of firearm by minor and criminal mischief/damage property.
On October 13, Deputy U.S. Marshals and task force officers
located and arrested this juvenile without incident in Lancaster, PA. The
juvenile was turned over to local authorities pending further judicial
proceedings.
On October 12, 2016 the Lancaster Police Department
responded to a shooting in the 600 block of South Queen Street. A victim
sustained a gunshot wound to the chest and was taken to an area hospital for
treatment. The Lancaster Police Department obtained an arrest warrant charging
a Lowell Foster with criminal attempt homicide. It is alleged that Foster shot
his victim after a verbal argument.
On October 13, Deputy U.S. Marshals and task force officers
located and arrested Foster near 13th and Derry Street in Harrisburg City.
Foster was turned over to local authorities pending further judicial
proceedings.
United States Marshal Martin J. Pane stated, “The U.S.
Marshals Service Fugitive Task Force places a high priority on fugitive cases
in which there is the use of gun violence against our citizens. Our community
will not be a safe haven for those charged with such violent crimes and we will
continue to work with our law enforcement partners to bring violent offenders
to justice.”
The USMS worked jointly in both investigations with
personnel from the Lancaster Police Department, York City Police Department,
York County Sheriff’s Office, York County District Attorney Office,
Pennsylvania State Police, Harrisburg Bureau of Police, Swatara Township Police
Department and the Lancaster County Sheriff’s Office.
