Cincinnati Man Sentenced to 174 Months in Prison for Sexually Abusing Girl While Stationed in Germany in 1991

Sentenced to 120 Months Concurrently for Possessing Child Pornography

June 3, 2010 - CINCINNATI—Michael Detcher, 61, Cincinnati and formerly of Monroe, was sentenced in United States District Court here today to 174 months' imprisonment for sexually abusing a young girl when he was stationed in Germany with the U.S. Army in 1991. Detcher was also sentenced to 120 months' imprisonment for possession of child pornography. The sentences were ordered to run concurrently.

Carter M. Stewart, United States Attorney for the Southern District of Ohio; Keith L. Bennett, Special Agent in Charge, Federal Bureau of Investigation, Cincinnati (FBI); and Monroe Police Chief Greg Homer announced the sentence handed down today by Chief U.S. District Judge Susan J. Dlott.

For the past three years, Detcher has been serving a three- to 25-year sentence in state prison following a 2007 conviction of sexual abuse in Butler County.

Monroe Police officers investigating the case developed evidence that Detcher committed the crime abroad during their investigation in 2006. They shared the information with the FBI, who, upon further investigation, determined that Detcher sexually abused a minor female while he was stationed in Hanau, Germany between January and June 1991.

During the execution of a search warrant at Michael R. Detcher’s residence on October 17, 2006, agents found more than 600 images of depicting minors under the age of 12 engaged in sexually explicit, sadistic, or violent acts.

Detcher pleaded guilty to the federal crimes on October 1, 2009.

“Even though the crime was committed almost 20 years ago, sexual exploitation of a child can damage them for their entire lives,” Stewart said.

Stewart commended the cooperative investigation by FBI agents and Monroe Police detectives, as well as Assistant U.S. Attorney Christy Muncy, who prosecuted the case.
